The gang has conducted and is conducting illegal actions, like muggings, blackmail, theft, abductions, drugs and arms trafficking, working as pimps, protection for money and especially street fighting with other rival gangs to conquer territories. Începând cu anul 1983, în nord-estul orașului San Fierro, un grup format din 3 latino-americani, "Coronas", "Regional Officer" și "Enforcer", dau naștere unui gang denumit 69 Pier Mobs.
De-a lungul timpului, aceștia și-au dezvoltat gangul, recrutând gangsteri noi pentru viitoarele bătălii. Încă de la început au avut divergențe cu rivalii săi din oraș, de la afaceri cu droguri până la luptele pe stradă, încetul cu încetul, ajungând cel mai de temut gang. Gangul s-a ocupat și se ocupă cu acțiuni ilegale precum tâlhărie, șantaj, furt, răpire, droguri, arme, proxenetism, protecție contra-cost și, în special, lupta pe stradă cu alte ganguri pentru cucerirea teritoriilor.
