Types of cars that can be stolen, based on skill

On skill 1, players may only steal public vehicles (abandoned on the streets; anyone can drive them).
On skill 2, players may only steal unlocked personal vehicles.
On skill 3, players may only steal gang-owned vehicles.
On skill 4, players may only steal locked personal vehicles.
On skill 5, players may only steal department-owned vehicles.
