To have access to your own repair and refill you must use some kits, the kits have durability and will deteriorate with each use.

The prices of the kits at the NPC are slightly higher, differing depending on the player's skill:
Repair kit:
Skill 3: $15,000;
Skill 4 - 7: $12,000;
Skill 8 - 10: $10,000.
Supply Kit:
Skill 3: $25,000;
Skill 4 - 7: $20,000;
Skill 8+: $15,000.
Tow Truck Company members cannot sell kits to their teammates, as they already have these skills without needing a kit.
The durability of the kits depends on the skill you have, it will decrease with each use until it becomes unusable as follows:
